Mission Statement
The mission of the Pennsylvania Staff Development Council is to provide the leadership to identify, promote, and support the continuous professional growth of those who take responsibility for education of students and who work to create communities of lifelong learners.
Goal One: To disseminate information regarding the NSDC Definition of Professional Development and NSDC Standards in order to increase awareness and practice of high quality professional learning in educational institutions across the state of Pennsylvania.
Objective
To create awareness of the NSDC Definition and to embrace the NSDC Standards for high quality professional learning in Pennsylvania in order for educational entities to ultimately create systems and structures for implementation..
Activities
- Through discussion and study, ensure Board understanding of NSDC standards and the NSDC Definition of Professional Development and share through annual Institutes.
- Evidence presented in the Darling-Hammond study entitled, " A Status Report on Teacher Development in the United States and Abroad," will be shared by Board members with PSDC membership and other PA interest groups such as school boards, superintendents, legislators, administrators, teachers, and distinguished educators.
- Research the trends, themes, and patterns through quantitative and qualitative data in various schools across PA where achievement has risen and quality professional learning is occurring.
- Information from successful districts will be shared via newsletter, webinars, e-mail, and presentations.
- Collaborate with NSDC to create presentations and newsletters in order to disseminate information regarding the Standards and Definition of Professional Learning.

- Discussion of NSDC Standards and NSDC Definition of Professional Learning between June, 2010 and June 2015.
- Research and sharing done by Board members and sub-committee members ongoing through 2015.

Indicators of Success
- Board members may be on conference agendas of the identified high profile professional organizations in Pennsylvania, recognized as presenters and experts in professional learning.
- Evaluations and feedback from membership, Institute attendees, and other recipients of PSDC information.
Goal Two: To promote awareness and acknowledgement of PSDC as the influential force in quality professional learning for all educators and policy-makers in Pennsylvania.
Objectives
- By 2015, PSDC will be the agency that promotes, supports, and advocates the NSDC standards for professional development as adopted by the state of Pennsylvania.
- By 2015, PSDC will be recognized by the 29 Intermediate Units as the recognized leader in implementing and modeling the NSDC standards.
- By 2015, PSDC members will be on the conference agendas of the identified high profile professional organizations in Pennsylvania, recognized as presenters and experts in professional development.
- By 2015, PSDC will have developed and implemented an effective marketing plan for PSDC.
Activities
- The PSDC Board will include on its agenda, a regular item concerning State and Federal legislative and policy updates related to professional development, and will inform membership of pertinent legislative and policy proposals and encourage member advocacy through professional development opportunities, such as annual institutes, affiliate networking sessions, website, newsletter, and e-mail communications.
- Ongoing through 2015, PSDC leadership will regularly contact State leaders to provide them with information regarding quality professional development.
- Board members will rotate attendance at PAIUCC monthly meetings.
- Members will annually contribute to the NSDC Conferences and other NSDC initiatives.
- PSDC leadership members will create liaisons with other professional organizations such as PSBa, PASA, PASCD, and others to familiarize those groups with NSDC standards and present at their conferences.
- Board leadership will incorporate the NSDC standards into any PSDC sponsored activity such as the mini-grant and best practices applications, ongoing through the 2015 Institute.
- Create and maintain a brochure of PSDC information.

- Assignment calendar after each Board meeting to send legislative or policy information to webmaster for posting.

Goal Three: To build strong leadership capacity within the board and to encourage active membership within the PSDC organization.
Objectives
1. Establish and maintain effective leadership in each region.
2. Ensure that Board members are well versed in the NSDC Standards and in effective professional development practices.
3. Establish and maintain committees for various PSDC initiatives.
Activities
1. Host Fall and/or Spring Institutes, workshops, network sessions and other discussions for members and others on topics pertinent to leadership and professional learning.
2. Allocate meeting time to develop and maintain the Board's ability to offer presentations, provide technical support, and present professional development information to educators and policy-makers.
3. Create sub-committees that involve affiliate members in a variety of ways, such as membership drives, regional networking meetings, showcases of best practices, newsletter, Institutes, and workshops.

1. An increased number of activities offered across the State under the auspices of PSDC, and evaluations of those activities that reveal the effectiveness of the professional learning activities.

Annually, the strategic planning committee will schedule a review of the plan.
